keyless entry programming issues

Default keyless entry programming issues

Got a 96 3ooogt,with OEM keyless remote.In following the factory procedures for both the 95 and prior,and 96 and up,the key fob wont program.Have replaced the interior computer,and the key fob is supposedly the correct one.
the manual says that the 96 and up is programmed with a OBDII scanner plugged into the port,which grounds the #1 pin and puts the car into program mode.At this time supposedly the locks are to lock when the ignition is on,and unlock when turned off...it doesent do it.The locks will work by pushing the buttons on the car door,but the key fob wont program at all.
Cant figure out where the issue is,is it the interior computer,key fob,or is there another issue thats keeping the ecm from entering the program mode...anyone with some suggestions im listening.....

Seriously, save the time and headache and go buy a Viper keyless entry system. Factory fobs suck *** and have no range. I install remote starters/alarms/keyless entry systems every friggen day and it's well worth it.
