[] yeah it was the air flow regulator. I was looking at the IGEN sywtem I bought And makes room for it you just have to hook it up before the airfilter. thatnks anyways. by the way any one know were I could find a reck vr4 I checked out all the graveyards in this area none of them have any. and any of the places I look want way to much!

Do NOT waste your money on the Venom 400!!! Total waste of money. You can get the same thing a venom 400 module does by putting your foot all the way down on the gas pedal.
Now then, depending upon how much money you have, I would first get an open element air intake. 3sxPerformance sells nice ones. No need to buy a K&N for full price. Plenty on Ebay for much less, and it doesn't have to be K&N either. Also check out 3si.org. Great group of people who'll help you out and a parts for sale section.
The next thing to do would be to open up the exhaust. Again, if you don't have the money to but a big exhaust, then stick a straight pipe in place of the catalytic converter. You'll feel a good amount of power at that point.
It's really up to you on what you want to do. Check out the N/A upgrade Bible on 3si.org, too.

Best of luck and congrats on finding one with such low mileage!
