99 DiA no working feature's ? lights radio ect HELP!

99 DiA no working feature's ? lights radio ect HELP!
im working on a friends 99 diamante , not sure of the trim level ?
she called me with a dead battery, i found the battery and altantor were both bad and replace them. i also found a draw coming from a relay under the cup holder . P # mr400403 . i un plugged this relay/ circut board box and the draw stopped but now the car will start run and drive but all feature's are dead ? how can i test this board and what does it control ? . the replacement looks to be about 280.00 !!! id like to know more before i guess with her money ?
