I have a 03 Galant....is there supposed to be a shield the
at goes between the radiator and the motor to keep water and debris from getting up onto the motor?

 

No there is no splash guard there, its not really a problem as the grill is small and set back so you would have to be travelling some speed to get rain to pass horizontally into the radiator. Past the radiator are 2 large fans which would be spinning very quickly and doing a pretty awesome job of dispersing anything small enough to pass through the radiator, including water droplets.
