Default 95 Galant

The starter is not engaging the flywheel. My nephew has replaced the starter three times. And first time you attempt to start it will start. But every time after it acts like it is not engaging the flywheel. Is there a trick to installing the starter on one of these? What are we doing wrong?

does your flywheel still have teeth?

Yes it still has all its teeth as far as I can tell. And the flywheel is not bent.
