Recently I tried to read the ECU error codes using a friends software he had for doing this. The software claimed to support OBD2 and not OBD. It failed. I'm wondering if the 8G Galant (97-03) is supposed to be OBD2 or what standard. In the Mitsubishi workshop manual I have they refer only to proprietary names for the ECU codes and reader.

All vehicles sold in the US (including Mitsu) 96 and newer are OBDII certified. The scan tool should be able to pick up OBDII generic codes.
