Help With 2002 Mitsubishi Galant not Starting Please

The dome lights in my 2002 Mitsubishi Galant ES - 4 cylinders were not working so I tried to change the fuse on this beast. I tried removing and checking each fuse in the driver side next to the steering wheel and they all good. I went to the fuse box under the hood and found out it was the fuse in the yellow housing. To remove it, I had to remove the front ECU to get a good grip on the yellow casing. When I put everything back, the car would crank but not start. I checked and there was spark. I removed the fuel pump under the rear seat and tested with a jumper wire and it was good. The wire to run the pump had five pins. One pin had 6.67 V and the other was 4.5 V, none has 12 V required by the pump when the key is in the ON position. There were two identical relays in the fuse box next to the steering wheel. I had checked the bottom one and feel that it clicked when I turned the key to the ON position. The voltage it had is 12 V. The relay above it did not have any source voltage for some reason. However, when I swapped the top relay to the bottom, it clicked when I turned the key to ON. Also, I have a 2003 Mitsubishi Galant and took its front ECU and out it on my 2002 galant to see if it would fix the problem, now my 2003 galant also crank but does not start either. My wife has been screaming at me since Saturday so any help would be appreciated.

Also, I forgot to mention I installed a new radio/CD into the car b/c the previous one had been stolen. When I first turned the key to the ON poisition, I heard some buzing coming from behind the radio area for about 3 seconds and then gone.

More update:
Today, I noticed there is a thin rectangular fuse box next to the square fuse box under the hood but closer to the battery. I opened it and saw three relays in there. The middle relay (with an engine icon on the fuse box) has 12 v source but only 0.83 v out when the key is in the ON position. I used a jumper wire and connect from source to output and saw 12V out. However, now my car still won't start and the service engine soon light no longer comes on when the key is in the ON position. I am getting desperate now, someone please help.

Same thing happened to mine and i just got it fixed, is it turning over but not starting? Because if it is, It's probably the Anti-theft immobilizer check the white wiring below the radio and ac unit when you pop off the housing.
