Default Idle Air Control Valve?

Hey there,

I own a 97 Mitsu Galant ES 2.4L. Since yesterday, my car's rpm would bounce up and down nonstop ranging form 800rpm to 1.300 rpm. It does this when it's not in motion. Doesn't matter if it's cold or hot it still does it if it's not in motion. I opend the Idle Air Control Valve which is under the Throttle body and I found a "Black Plastic Thread type Screw had cracked open that was holding the plastic gear." I"m not sure what to call it but I can point it out with a picture of it. If someone could help me indentify the part that would be great. Replacing the IAVC cost $300. The only part that broke is a black plastic thread type screw witch can't be more than $50. The Black Plastic Screw is actually underneath the Gold Plate where I pointed the Red Arrow too.

thanks in advance.
