I need to do my smog check but my check engine light is on and the code reads P0400 EGR Flow Malfunction..any suggestions on how I can fix this without spending hundreds of dollars..my car is a 2000 mitsubishi mirage..Thanks!!!

2000 Mitsubishi Galant
keeps throwing p0400 code
has a intermittent rough idle under load
tested vacuum at throttle body 0 at vacuum line with yellow tracer stamped A on the throttle body port
get about 17 at The hose with green tracer stamped E on the throttle body port
cannot clear the port the hose with yellow tracer going to egr solenoid...
can I just tee off the e port to supply vacuum to the egr solenoid untill I can pull throttle body and clear the port?

Any suggestions would be greatly appreciated
