1996 montero low engine power
I have a 1996 montero with 162k that I bought a few months ago for a awesome deal. It runs great but it has absolutely no power in lower rpms. It can barely get out of its own way. But it can do 65 on the highway no problem until the rpms drop. It has factory size tires and I changed the tranny fluid, engine oil, air cleaner and just did a fuel filter. After changing the fuel filter it has done a little better with the no power issue with low rpms.
It does not miss or run rough. About 14mpg which is down from when I got it of 15mpg.
Am I wrong in thinking there is a problem in the fuel delivery system? IE fuel pump or regulator
Any ideas or thoughts, please.

There is a hill just down the street from me. I have to stop at the stop sign and turn left and it goes up hill. I floor it and I can almost get out and walk faster. It very slowly accelerates until it get around 3k to 4k rpm then it moves pretty decent. The Monty does not like steep hills.
I thought about removing the front o2 sensor to see if it a exhaust restriction causing the issue. Just have not done that yet.
