Default 2001 Montero Switch Panel Swap Help

Hello!
I purchased a new card panel (that installs where the seat heater switches and rear air con controls are - see photo) to replace the old one. The main reason I wanted the new one is that it has an antenna switch included so that I can lower the mast part ways. Since installing a double-din stereo a few years ago, the antenna will not go down unless and until the truck is turned off. Turning the radio off will not lower the mast.
The old card panel has blanks and behind those were attached the connectors for the antenna control and even Rear Differential Lock. Both of these are connected now on the new panel, but neither work. (I did not expect the Rear Differential to work as this is an '01 model and probably wasn't equipped for this, though I was surprised to see the wiring loom available.)
My question is what do I have to do to get these switches to work? Are there fuses perhaps missing and not labeled? The photo shows the new card panel attached, and the old one in front of it. There is also what I believe to be a heated windscreen switch that came with the new panel, that did not have a connector behind the original panel.
Any help or suggestions would be greatly appreciated.
