'96 Montero timing belt damage + metal shavings ??

RE: '96 Montero timing belt damage + metal shavings ??
OK, so I'm putting the new belt back on...
I've got the right and left bank aligned and clipped with the new belt. Now the factory manual says to align the crankshaft sprocket and then rotate the crankshaft one full turn counterclockwise
Problem, I can't seem to get past a 1/2 turn, then the crankshaft sticks hard and my bolt loosens (I don't have the special tool MD998769). So what should I do, is this rotation necessary or can I just align the marks and go from there??
Any suggestions/info would be wonderful!
