Aftermarket cats and O2 sensors for California

RedTurbo... So what makes a certain aftermarket cat get approved when another one wouldn't be? Sorry if that doc you posted the link to explained that, but I'm getting ready to move and after cleaning the apartment all day I'm feeling too lazy to click
This might or might not be off topic, but what's behind this whole thing? Look, I understand the whole point of cleaning the air and I've driven through LA when the air was a lovely shade of orange, and if this law does anything to actually clean the air, then I'm for it. But what I would love someone to explain to me is how come it's possible to buy any number of aftermarket parts that say "meets or exceeds MFG's original specifications" but for some reason only Mitsubishi* can make a cat that makes their vehicles meet a certain low emissions standard? I don't believe it.
If your junker clunks into Honest Joe's SMOG Shack and tests below the numbers, then what difference does it make who supplied the &^%$# cat?
Can anyone enlighten me?
*Come to think of it, I doubt that Mitsubishi makes any of their cats; they probably job them out to the lowest bidder. Anyone know for sure?

its just one of the joys of living in Ca.
CA is one of the worse if not the worse place to live if you are a car enthusiast, esp. if you like to modify your cars.
CA spent a lot of money cracking down on modified cars, opening up state ref smog places , etc.. personally i think it comes down to the money..
