Starter not engaging

Starter not engaging
1998 mitsubishi montero sport 3.0
New starter.
New ignition switch.
New grounds.
Just one solid single click from the starter and won't spin over.
Has lower to the selenoid on the starter.
Tried jumping the relay and no dice
Still just A solid single "click" like the bendix is extending and nothing further.
Good battery voltage.
Just kinda stumped at this point.
Additional info.
Have tried to hooking it up to my other car via jumper cables for more juice.
Same thing. Single solid click.
Only thing I haven't tried is running new power wire and changing the battery.
New starter.
