The arrow points down.

so the air flow is top to bottom?

if it's top to bottom then how come all the debris and stuff seems to have accumulated on the "arrow pointing up" side of my filter(which is supposed to be pointing down)?

A. Perhaps the last tech either didn't know the proper direction of air flow.

B. The last tech didn't care which way the air flowed.

C. You live in Australia and everything is upside down there.

The Outlander's air flow is top to bottom so even if you install the filter upside down (arrow pointing up) the debris is always going to be on the top of the filter since that's where the air (and debris) first hit the filter. Your fan and air flow will still work if you install the filter upside down, but the arrow shows the air flow direction the filter was designed to give you the most efficient air flow and filtering. And yes, some debris will also accumulate on the bottom of the filter (regardless of which way the arrow is pointing) if the filter is left in too long and gets extra dirty.
