Default Code PO421, PO431

I have a 2007 Outlander XLS with 147,000 miles on it and my check engine light has been on for a majority of the past 6 months or so - I knew it was either the catalytic converter or the O2 sensor from the code PO421 and PO431 so I put off investigating it but now inspection is coming up at the end of September. I had Meineke look at it and was told that the O2 sensors tested OK so I likely needed new cat converters (are there 2 in the outlander?) - Does this seem like the right thing to do? Is it worth it to try replacing the O2 sensors (are there 4 of them if there are 2 cats?)

not warming up fast enough could be indicative of a sticky thermostat, what state are you in? The California Emissions version is quite different than the federal version
