Grinding noise at low speed back wheels

I started noticing a metal to metal noise on the back wheels a week ago. Inspected brake pads and they are in good shape. Sometimes when I turn to the right noise is more noticeable. is the e-brake cable sticking? the inside of the rear setup is like a drum brake, so if there's some tension on one of the cables, it could cause friction
the other thing is that rubber parts get old and cracked and fall out, check for linkages/attachment-points of components, no rubber = metal on metal

I had rust on the hat part but not on disc where the pad contacts. The pad should scrape any corrosion off that area if it's working properly and the car is driven regularly. Sitting for a length of time in a salty environment would cause all that damage. If you can't get it smoothed out, I'd just replace both rears with a new set of rotors. At that time, be really sure the slides are greased to ensure even pressure to the inner and outer sides of the disk. Seeing that picture, I'd be pretty confident that situation is creating some noise.
