This is just an act of frustration
I think laws like this send the wrong message making people think that having a headset or bluetooth will make it safe to talk and drive
The danger is more that you are paying more attention to the conversation rather than the road.

I think that law doesn't make driving safe, it makes it safer. If the research says that using a handset is not safer than a headset or handsfree system, than the law is useless, but I think that it does show that they help. The problem is also that the alternative is not safe. If everybody that use a cell phone in there cars decide to pull over everytime they use it, I can't see that this will be safe either.
I saw something on TV the other day, where they were saying that you are 20 times more likely to have an accident while doing a lane change than by just driving in your lane. Imagine what the risk isfor pulling over on a busy road, to take or make a phone call.
