Just wondering but has setup a rasberry PI in their outlander ?

No, but am planning to buy a CAN USB adapter and make it control locks/AC/etc. However, I just dont have time or easy access to my car (have a maze of elevators/halls to go through to get to it). Likewise, some form of video out to a touch screen to fit and run Android with a custom launcher.

I am thinking about PC-based solution.

Next, I need a decent radio tuner.

The PC itself isn't that important. As long as it have SSD it could be laptop under the seat or SFF PC like Acer Revo 3600...

The main issue is CAN bus communication - I don't want to sacrifice my Rockford, and DO want to have climate/sunroof/windows etc to be accessible.

There's still a hope of using ELM327 solution for it. Otherwise, CAN-bus shield will be needed.

I spent days trying to get the ELM327 clone working and it would never read from any of the 3 buses. I believe only the non clone versions actually support the custom protocol mode ("user mode") properly.

Can you give the commands needed to read the bus?
How did you hook to bus B?
