Default Resistance when entering/exiting 1,600 - 1,900 rpm range

Hello. Trying to understand why my 2016 Outlander GX3 diesel 'resists' for a split second when driving between 1,600 - 1,900 rpm. This happens in any gear and at any speed. Car is cruising along nicely but when it enters the range 1,600 - 1,900 rpm it holds up as if the fuel/air mix is the problem. It's been happening for over a year. Thought it would be resolved at recent full service, when fuel filter and air filter were changed. Mechanic also ran computer diagnostic assessment. Once it's happened the car will cruise in the 1,600 - 1,900 rpm range, until it exits that range then it happens again. Any suggestions of what's causing this much appreciated. Steve

Did the technician go for a test drive with you and, if so, did the resistance happen, and, if so, what did the tach have to say about it? If he didn't go for a test drive, why didn't he?

He said he test drove it but I wasn't with him. I will approach him again and take him for a test drive.
