turbo problem

3 week ago i purchased a 2007 Mitsubishi Outlander II with 130.000 miles on the clock, after checking through the paperwork i decided to boo it in and have the cam belt and water pump changed ready for the mot as there was no mention of it being done
After getting it back from my local garage i noticed a noise when the engine speed drops from over 2000 rpm to idle. it seems that the noise is coming back through the air filter assembly !!
when i took it back they said it not coming from anywhere near they had been and tried to find the problem, they came back with that the turbo is the problem and needs replacing. over the weekend i noticed a couple of vacuum hoses were split which i have now changed , i noticed that if i remove the vacuum pipe from the turbo actuator the noise goes away i have added a video just click the link as i wont let me upload

any suggestions would be a great help
