Default Warming-up coil in Diesel engines

I have a 2.0 diesel mod'09 outlander and I have noticed that even when the engine is hot, when I turn the key into the on position the warming-up coil comes on for the same length of time as when the car is cold.

I spoke with the service and the answers I got range from "yes it is normal" to "no the warming-up is not necessary and thus it should stay off"

Reading the manual is also states that it should stay off.

They tried to reprogram but it didn't work.

Does anybody have a clue what is normal and what is not????

thanks

De light is supposed to come on for just a sec, you can start without waiting. Below -5 C the engine will need to heat up so it'll stay on untill it's ready. I have another problem though. In my car the light starts blinking at random while driving. Asked the dealer about it but they don't have any clue on the matter. I'll probably send an e-mail to the importer this week.
