Default city vs highway mpgs

I have a 2012 outlander sport. currently have 16000 miles and am averaging 28-30 mpg on the backroads of Vermont but can only get 25 on highway driving-not only in Vermont but took a trip down to Conn. thonking I'd get more than 30 mpg and still only got 24-25. It is NOT a hybrid and I am wondering if anyone else is experiencing this and/or knows why this is happening. I have never had a car get better mileage in town! thanks for any help, thoughts, etc.
