Default Does it need a new turbo if the pipe is blowing off?

Hello, I have an 07 Outlander Elegance with 96,000 miles on the clock and it has been regularly serviced, initially by Mitsubishi then last few years by the local garage. No major probs until recently, when the turbo pipes began playing up. One pipe has been replaced, the other has come off twice in the last month. The recovery man said it was oily and needed better clips which he has put on, and I got home ok. He recommended getting the garage to check it over and they are telling me it is over producing(Powering?) and needs replacing. There are no error codes coming up. The engine light did go on last time the pipe came off. With it being a monster repair (I am waiting for quotes) can anyone advise please - I want a reliable car and love the vehicle but how do I know if this is the issue and will a new turbo solve it please. thanks to all,
