Ok. So what would cause it to either operate normally or just stay shut and keep all the boost? Or why wouldn't that MBC let me just creep the boost up to about 15 or 16 lbs? I just don't understand what's goin on here. Any clues for me?

sounds like the wastegate couldnt be messing up on you. Possibly the actuator rod may be stuck.

Im guessin the actuator rod on the wastegate itself? And how do i fix it?

i think youd actually have to replace the actuator. Not 100% on that though. Also you can check the wastegate flapper by disconnecting the rod from the actuator and see if you can open and close the flapper manually. Or just try and move the rod manually with it all connected

I checked the wastegate rod and i can move it manually and its smooth. Takes a little pressure but im sure it should.

A buddy of mine said it's probably the MBC because it's a spring type and they're real hard to get set and real touchy. He said to get a little ball valve and put it in in place of theMBC and see if i can get control of it that way. Worth a try anyway.

But, i'm under the understanding that anything over about 16 lbs on a stock motor is bad. Is that right? He said that if it's boosting 23 lbs let it go. It's not there for longso it won't hurt anything. That doesn't sound right to me. Input?

no do not let it boost that high....it definetly can do damage even if for a moment. Because lets say you boost it that high...max out the injectors, now your running really lean and we all know that is bad

Here's what I notice. You have the MBC connected to the wastegate AND you have a tee on one of the lines. I'm guessing that it is connected to the BOV. The BOV should be connected to the manifold and the wastegate/MBC should be a closed loop. One thing to keep in mind is that your MBC is a bleeder valve and it will allow a small amount of pressure past it every time. With the BOV connected to it, it will be another leak source. In stock form, well, in modified form, you should have the MBC connected to the boost source (compressor housing) and the wastegate all by themselves.
