My is doing the same thing I replaced my idcv on my 2003 lancer when it wouldn't idle it would just die. Now my car idles at 1300 rpms and it fluctuates and kinda bounces between 1300 and 2000...I'm not sure what to try next?

Reset the ECU. Disconnect the battery, put the key in the ignition to drain excess power. Then reconnect, and go from there. Otherwise, take the car back to the place that did the work.
Just so you know, it's normal for the car to idle high when not at full operating temperature.
