Default ECU the problem?

Hey guys...to break it all down my 93' GS wouldnt start because the Fuel Relay wasnt getting voltage...It turns out it gets voltage sometimes and other times it doesnt...I had to tape the relay down to get it to drive most of the time...so i figured it was the ECU because it worked intermitently and moving wires didnt result in a change. Now my Idle RPM is low at around 500 and my check engine light is on and it drives REALLY slow and sluggish...Im hoping this will be solved when the new ECU comes...Any input?

ALSO: Is there anyway to get the code for the CEL without buying a OBD1 scanner? Autozone and ADA both dont have a scanner for my car... :-(

Thanks Everyone!

There is a way to get the codes id you have an analog volt / ohm meter. ill look for the etails and i have a page of how to read the codes.
its just watching the meter go up and down similar to a flashing CEL in a GM or dodge
