Default 96 Eclipse Engine Speeding

I have a 96 Eclipse, new motor from Recon. in approximately 4 months. Running great, but my son had trouble eith engine speeding. He was in second gear ready to shift to third and the engine speed stayed high with foot off gas pedal (not stuck by floor mat). He pulled over and shut motor off, restarted and the engine speed took off again (6000 RPM). Could a TPS or ECU cause this?

Clean out your throttle body.

If the cable is fine I would also check the throttle positioning sensor.

Thanks All !!! It appeared to be the Cruise control cable. Looked like the cable had been kinked and was hanging up at times.
