i'm not completely sure about the turbo'd cars but i know the best way to get more power out of a fully N/A motor is to raise the compression... also called Stroking the motor, basically upping the number on the compression of the piston... example the 420a N/A eclipse motor has an 8.8/1 Compresion ratio... by getting the 10.5/1 pistons or 12.5/1 pistons from a company such as Howell Automotive you raise the pressure in the compression chamber = more power. a really good example is the Acura RSX. the standars RSX has a 8.5/1 compression ratio at 160hp, the RSX typeS has an 11/1 compression ratio at 220hp... that's the best example i can think of. and by the way "???" is not a topic. please post your topic under the topic title

Can I get a compression tester anywhere, or do I have to go somewhere "special?" How much for a compression tester? How much is an average engine rebuild?

compression tester maybe $50 at any auto parts store. Rebuild kit maybe $300. But bad compression doesnt necesarily mean you need a rebuild, it could be bad valves, seals, or head gasket. It depends on how many are bad and which cylinders are bad
