No one of your little tubes isn't supposed to be connected to anything. It's refered to as the overflow hose. The purpose of it is when your radiator gets too hot and builds up too much pressure the cap seal lifts allowing the excess pressure to vent. Well some liquid will go with that. The resevior catches that liquid but also holds a reserve tha the radiator can take from when it is in a vacum. Now when that resevior gets full for some reason (You filled the resevior to the top instead of the line and now the radiator is relieving pressure and putting MORE liquid into the already full resevior), your resevior pushes the excess out the overflow hose and onto the ground. This is to ensure that the majority of the extra gets out under your car instead of blowing up into the hood or spraying on the engine. In other words that hose is fine leave it be.

As long as your over flow tank has coolant in it you should be fine. When the system its self gets low it pulls fluid from the over flow tank.

LOL I think he was refering to the 2 lines one being the full and one being the low level line. Keep your coolant between those 2 lines and you're fine. If you've overfilled the system then it WILL spill out as you've been seeing (I'm betting that you've filled the resevior completely?) The essential design is set up to allow enough room in the resevior to fill if the engine gets pressurized and enough for the system to draw the spare if necessary.
