Idle Surge

Idle Surge
Well I finally got the Mis-Fire out of my Eclipse.
FYI.... The reason I was running on two cylinders was due to the Ignition Control Module being bad .......
But I'm on a new "And hopefully last problem" I have a classic example of idle surge.
My base idle seems to be around 1800 at rest. 1500 with A/C on and when the car is in Neutral.... The idle will jump from 2000 to 1500 non-stop.
The car runs fine when driving, but the moment I stop at a red light or stop sign, the surges are back.
I just was wondering where I should start to fix this.....?
Correct me if I'm wrong or give me any suggestions if possible....
But I was going to check for Vaccum leaks first, Boost leak test, then afterwards clean my IAC.
So... Does this sound like Im on the right track?
