RE: MBC?
A few things i have to comment about that...
1) That looks very much like a MBC although it looks like a crap one it should still do its job. To get more boost simply turn the screw clockwise very slightly... every MBC is different so be careful how much you turn it.
2) I notice you are venting your BOV (the pipe is dissconected from the BOV to the intake)... i strongly advise against that. May i recomend getting a new intake that has the exit hole that allows you to connect the pipe from the BOV to the intake. (notice the open hole in the BOV)

RE: MBC?
Seems like you have one. Try turning up the boost a little bit and see if it works. Turn it clockwise a little bit. Then test drive it. If it doesnt work, turn it up a little bit more. And then test drive it again. Do it little by little.

RE: MBC?
No it shouldnt be... it will just make your car run a little rich and generally like crap... i guess it could be a possibility and you should change it anyway!!!... but i dont think it will fix your problem... but still get that pipe back on

RE: MBC?
It will run rich everytime you shift and slightly bog down your car. Everytime you shift and the Type-S pops off, the ECU automatically "thinks" that air is being recirculated into the system, and therefore adds fuel for that air. The problem is that the air isn't in the intake tract like it's supposed to be so the car momentarily runs rich. You may or may not notice it as some cars react differently but it happens.
