If none of the flashers are working, you said you replaced the fuses, how about the Flasher?
Do the hazard lights work? Turn your key to the ACC position, turn everything off so that there isn't any car noises. Flip your turn signal lever in any direction. If you hear clicking, it's not your turn signal relay, it can bulbs, fuses, or even your lever.
