Unhappy P1495 Please Help!

I have a 1997 Eclipse GS that has a P1495 code. I replaced the Leak Detection Pump sensor but it still shows the code. As soon as I turn the engine on the light goes on. I have also replaced the following because of other codes which went away as soon as I replaced the related parts:
Oxygen sensor
Throttle position sensor
Emission Valve
Evap Vent solenoid
Pedal Position sensor
EGR valve
also replaced head gasket, water pump, ignition coil.
I've run out of ideas. Any help would be appreciated.

my guess is there is a bad vacuum line between either the evap canister and the evap purge solenoid and the intake manifold.

Check to see if you have power at the evap vent solenoid.
