Default Power Drain?

Aight.. My car runs great right now.. But sometimes my voltage drops down around 13, and when its under 13 when I shut it off, the car doesnt want to start again after that.. The Starter seems to be pulling a lot more than usuall, and it wont start if the battery is a little weaker.. Is this the starter going bad? Or do I seem to have a different problem.. My one voltage meeter reads about 13.6, then the other is about 13.1. When I hook up a charger to the batter it shows it at 12.5. So im a little confused why my 2 voltage meeters are reading different things.. But the real question is about the starter.. Anyone Know if that would be going on it?

- Thanks

Aight, The battery is running at about 12.5- 12.9. I put the battery in my spyder, and it starts that fine.. Its a red top optima battery and seems to be fine in my other eclipse..

The starter just seems to be pulling to much power to start in my hard top though..
