i was wondering if any one knows what this is?

its hard to see exactly where that is but it looks like a fuel pressure regulator to me.

its not a regulator, its just a fuel gauge. whoever put it in had the right idea, putting it on top of the filter so you know what pressure you are getting out of the line, not at the end of the rail where it can fluctuate

 

basically so you know your lil car is gettin enough fuel pressure.... in a nutshell
