why not replace the piping from the turbo to the intercooler?
It is a very short distanse not really a consern is my guess since it is a stock IC and turbo. Upper IC pipe yes is only the pipe from the IC to the TB I think Injen may sell that as well.

Ok now I have seen an intake and upper IC pipe for $365 (EVO price)
Turbo back exhaust depends on brand I seen them range from $500ish to $1100ish (EVO price again)
MBC you can get a nice one from around $70 Hallman is the most comon I see out there.
The BOV would be cheap not sure what a 1G cost though.

I wouldnt play with the MBC unless you have a boost gauge and know the car enough to know a safe amount of boost for your setup. other wise you can blow your motor if your not carefull enough.

that would depend on how much you want to insure. some people insure their parts so that if anything happens, they are covered. of course, this is going to raise you insurance rates. if you don't insure them, your rates won't go up

Depends on what you put in, Where you live, Who your insurance is, Year make model it depends on a lot of factors youd have to call your insurance and ask them.
