Default Looking to buy a 2003 Spyder GT

I've been shopping around for an '03 Spyder GT, and I've got a line on what I think is a good one. Everything is in good condition, carfax is clean, maintainence records are all there, 1 owner, 55,000 miles.

Only Problem: Convertible top doesn't go down! Anyone have experience with this problem and an idea on how much it might cost to fix? I imagine the motors are burnt out, but I'll investigate further when I check out the car this weekend. Also does the 2003 have the override switch in the trunk for the top, like some other models did?The owner said they haven't used the top in ayear or so, and didn't even know there was a problem until they tried to trade it in recently.

They're asking $13k, what do guys think is reasonable, especially with the non-working top? I have the blue book numbers below, but I know that those sometimes off. I think I should be able to talk them down a couple grand?

Condition
Value

$13,415

Yea, why are they so cheap in Florida and Texas ...... I thought about bringing one up but 1500 to bring it up and then go through all the inspections, it wasnt worth the trouble.
