P0401 Code EGR insufficient flow

P0401 Code EGR insufficient flow
Hello-
Looking to see if anyone has any other suggestions.
2005 Mitsubishi Eclipse GTS
Things I've done:
1. Removed EGR valve (wasn't that dirty) cleaned EGR valve, made sure the valve moved up and down on the inside and it did.
2. Hooked up a vacuum pump to the EGR valve and applied pressure. The EGR valve didn't leak.
3. Bought new EGR valve gasket, and put EGR valve back on car.
4. Let car warm up, and hooked Vacuum pump up to the EGR valve and applied pressure, and the car idled really bad.
5. Pulled off and checked all vacuum hoses, all were clean.
6. Replaced EGR solenoid with another OEM Mitsubishi one.
8. Replaced MAP Sensor
If anyone has any other suggestions please let me know. Trying to avoid the garage but it's looking like I may end up there.
