Default Setting timing belt

So my timing belt snapped on my 3g eclipse. It snapped almost 90 degrees before tdc. Ive taken the head off, cleaned everything, replaced water pump and pulleys have tdc for crank and everything but the camshaft set. I can't turn the cam by hand. Pistons are all halfway down the bore (set timing on small belt and then put to 90 degrees before tdc) so not worried about hitting valves. But the cam still wont turn. Dont have the "special" tool. Can I turn it with a wrench on the bolt holding the pulley? Also, I cant find a notch or mark on the head for tdc. Just the mark on the camshaft pulley. Where is tdc for the 4g64 head?

Cars been on stands for 2 weeks. Overhauling most suspension parts, and alot of engine compontents and sensors. Its my daily driver so I would love to have it back running. Any help would be awesome. Thanks for any help in advance!
