Default 2002 Eclipse Spyder, blown fuse?

Hey guys, got a question here. Recently got a handed down 2002 Mitsubishi Eclipse Spyder from my brother, and I've realized that the power locks, interior lights, and radio (stock) don't work. I'm quite a dumb & dumber when it comes to cars, I'm an aircraft guy :P, so had to google around a bit. T'was suggested that it was the IOD fuse that was blown, so I checked it. Well, looked like the top IOD fuse (both 10A) was indeed blown, so I pulled them both out (came in the yellow cover). I inserted a fresh fuse on the bottom with no problem, however when I inserted a 10A fuse on the top one it sparked and blew. Repeated it with the same results. Any ideas or suggestions on what it can be and what to do?

Thanks!
