Default 420A won't rev over 3800

Here I go.. I've got the 2g 96' eclipse gs with the 420A motor. The problems i have been having recently is the car will not rev past 3800. It goes up to its jumps down to about 3000 continuously if I hold down the petal. I recently put on new spark plugs not even 1000miles on them. Now the car does have wiring issues under the relay box.. a wire was cut and modified idk thats how I bought it.. coverd with tape, the only thing messed with was the abs brake system. The car ran for awhile.. had my races here and there and the car ran fine.. We just discovered these wires.. undid the tape and then the car started doing this.. so abviously just to see if this was the problem i retaped them temperarely and that didnt fix anything. The car will rev to 3800 jump down and a little later will backfire. almost forgot that it has a rough time starting.. sounds like its outta gas but its nearly full.. the speedometer didnt work before or after i swapped out the 5spd tranny but still ran ( like i said the races ). Now i recently leared that maybe i cracked a head and its vapor locking. The wires are not new but the car wouldnt start if it had no spark. Could this be a fuel injecter, head, wiring? Please give me some ideas ive been working on this car for awhile and am starting to get fustrated.
