Seems as though these critters have electrical gremlins galore. First i would disconnect the negative battery cable and do the basic remove and replace of all the fuses, pull the relays and test them with an ohmeter and replace as needed.
Replace cables to battery (positive first THEN negative) take your ohmeter or test light and connect the negative to the negative terminal on the battery and put the positive test lead into the radiator fluid, careful not to touch the sides of the radiator. If you get a reading more than 00.4 you have a hot wire touching the chassis somewhere. You say you just installed a new radio? Check and double check all connections, ground the amplifier to the chassis directly, ground the speakers also, check your power lead to the radio for improper grounding. And finally check your positive lead from the battery to the PCM and starter for corrosion or loose connections.
One more thing, most vehicles have a dimmer switch for the instrument cluster check and replace if necessary if none of the above addreses the problem you may have to replace the light switch, stalk, turn signal unit on the left side of the steering column.
