Default Fuel dripping from throttlebody on 91

Montero v6. My friends Montero won't start and smells of fuel. He's takin off the aircleaner hose that leads to the throttlebody. When the key is in the on position fuel dribbles out the TB. Any ideas ?

There is no fuel fed to the throttle body. It goes to the injectors, so there is almost no way for the fuel to drip out of the TB. The fuel rail passes under the TB. Maybe the fuel rail has a leak and is spraying up onto the TB?

Or maybe someone accidentally connected a fuel line to one of the vacuum hose connections on the intake air plenum?
