Default high idle

When i start my 03 eclipse gs. the rpms jump to 2500 and then drop to 2000 over and over again. up,down,up,down. It will not stop, even when it is in gear. Also my e brake light and battery light will not go off. when i turn my headlights on my cd player cuts off. all of these problems happened at one time. What could it be. begging for an answer.

And now it just idles at like 1500 or 1700....and i found out the radio and lights and all are were just fuses. Other than that i don't kno wut to tell ya. Check engine light on?

I found out it was a short in one of the wires. The reason for the up and down reving was my intake air controller trying to reset itself but it kept shorting out. They fixed it for $68 dollars. Thanks for your help.
