hp chip air/fuel

I am putting a cold air intake on my 2001 eclipse. I want to know if I should get one of those chips on ebay that they say tweek the air fuel mix. Do they add any additional hp?

no.. I bought one and it came in an envelope. all is was, was a small wire transistor. Im glad I only wasted $20 on it..
