Default over reving?

hey guys

was wanting some help on what the problem could be with my 1993 mitsubishi libero station wagon. its a 1.8 na

now what happens is on a sort of once or twice a week basis. somedays it will rev around 750. i have days thou that it will rev up to 2,000 and then drop back down to around 1,000 then proceed to rev back up again and it will keep repeating this.
now am i correct that this is a thermostat? or can someone re-correct me
also is this an easy thing to fix yourself? im not a complete mechanic but do oil changes and replaced radiator etc etc
any help would be much appreciated
