timing belt dont line up on marks

timing belt dont line up on marks
i replaced the timing belt on my eclipse 3.0 the left cam is off by half a tooth from right on.i have tried both positions on either side of the tooth the engine surges.any ideas why it would be off by half tooth or is the nature of this engine?any help would be greatly appreciated.?
