Bought a 2008 gallant from auction but discovered the headlamp, windshield wiper not functioning. The fuses are complete

 

Are both headlamps inop? Check for power at the switches.

 

Good suggestion .. also apply power via a jumper to the wiper motor directly from the battery as well as the headlight(s) [Like asked before is it both ?] . This will help you track it down to it being either wiring or switches.

 

I always suggest taking a Comp.Safe test light to the fuses because just because they look fine doesnt mean they work correctly...Fuses crack Its a thing that happens...gotta realize that looks arent everything...may I be a bit paranoid on them eh sometimes but its been that in the past for me.....Also check your grounds...
