Default 2000 Eclipse electrical issue

My 2000 Mitsubishi Eclipse was taken in for an oil change and to replace a rear lightbulb. Oil was changed, they failed to change the lightbulb because of inexperience in changing them on this car. They did try though.

So, car was driven back home, radio was working, key fob remote door locking worked, power windows worked, all good. Returned to the car 2 or so hours later and remote door unlocking wouldn't work. Thought for a second maybe the battery in the key fob went out, so I manually unlocked the door with the key. Once inside, the power door locks weren't working, and the radio had no power. Pushing the break pedal, the rear break lights come on, though turning on the headlights or pressing the emergency flashers button does nothing. Turning the key to electrical/battery only just before ignition, the power windows don't work. If you turn the car on then door locks, power windows and headlights work, but the radio and sun roof still don't work.

Before this everything worked as expected.

We have checked and the fuses were good. We replaced some good fuses with other good fuses anyway, no luck. Because some things work when the car is on that should work when the car is off, it says that those fuses are fine, but that power just isn't getting directed to them when the car is off. So we think this might perhaps be a breaker/relay issue? Our original informed guess was that perhaps the left rear wires to the lightbulb were shorting out after having been fiddled with, but we have changed the bulb ourselves now and looked at the wiring while we were at it. The rear lights work fine and we didn't see anything out of the ordinary as far as the wires go.

If the rear lights work fine, does that say it's not a circuit short in the rear lights wiring?

Any insight into this would be appreciated. As a note, we did happen to look at both the fuse box in the driver's side door and the fuse box under the hood. Everything is stock, no aftermarket radio or anything.
